FAIRFIELD — The Jefferson County Board of Supervisors voted to approve the hiring of Elizabeth Estey as the new Jefferson County Assistant Attorney.
Estey currently serves as a member of the Fairfield City Council, a position she has held since winning the election to represent the city’s Fourth Ward in 2021. Estey is also a member of the Jefferson County Ambulance Service Agency, which she will step down from to avoid any conflict of interest. Her position on the service agency will be filled by fellow city council member Tom Twohill.
Jefferson County Attorney Chauncey Moulding recommended Estey’s hiring to the supervisors after interviewing numerous applicants and judging Estey to be the best fit for the job.
“We’re thrilled to have Elizabeth come on board with us,” Moulding said. “Her ties and qualifications as an attorney will make her an excellent asset to the county going forward.”
For the past six months, Estey has worked as an attorney for Disability Rights Iowa. He did her undergrad at the University of Iowa, which she also attended to get her law degree, graduating from the University of Iowa — College of Law in May of 2022. She was admitted to the bar in September 2022.
Estey will be filling the role vacated by former assistant county attorney Pat McAvan, who had held the position for nearly 24 years, and who stepped down from his role to become a district associate judge. Estey said she wanted to join the county attorney’s office because she job shadowed both McAvan and Moulding during her first year of law school.
Estey said she worked briefly with the Ottumwa Crisis Center, where she attended magistrate court with an advocate she was shadowing.
“That was my introduction to the work Pat was doing, and it inspired me to go to law school,” she said.
Estey grew up in Fairfield, then attended high school in California. She and her husband, Graham, moved back to Fairfield in 2009 when they decided to raise a family.
As assistant county attorney, Estey will be working in the same fields that McAvan was in, such as mental health court, magistrate court and juvenile court. She will continue in her role as Fairfield City Council member.
