Loan waiver of farmers has always been an important issue in the country, according to a report released in the year 2019, the average debt per farmer family in the country is Rs 74,121. In such a situation, many times farmers commit suicide due to non-payment of loan, or their land is auctioned.
Apart from this, when the loan becomes NPA, the farmers do not get new loan, due to which the farmers are not able to make new investment in agriculture. In such a situation, the Rajasthan government had started the Farmers Loan Waiver Scheme in the year 2018 and 2019 to make the farmers debt free. On March 1, 2023, a question was raised by Chandrabhan Singh Akya in the Vidhansabha regarding loan waiver of farmers.
He asked in his question that so far the loans of how many farmers have been waived in the state? In the last three years, due to non-repayment of loans, the lands of many farmers have been auctioned by government orders, sought information about this. The answer to which was given by Planning Minister Mamta Bhupesh in the Legislative Assembly.
In a written reply to the question of MLA Chandrabhan Singh Akya, Bhupesh said that the farmers’ loan waiver order was issued by the state government on December 19, 2018, for the loan waiver of the farmers of the state. For the implementation of the said order, a committee of ministers was formed in compliance with the decision of the cabinet on December 29, 2018. After discussing all aspects, this committee recommended that nationalized banks, scheduled banks and R.R.B.
Those farmers who are financially distressed and are not able to repay their short-term crop loan, their short-term crop loan up to the limit of Rs 2 lakh as on November 30, 2018, which is NPA. One time settlement scheme should be brought in consultation with the banks to waive off the debt. The Cooperative and Planning Department has been made the nodal department for the implementation of the decision of the committee’s recommendation.
In his reply, the Planning Minister said that till December 31, 2022, Rs 7571.83 crore has been disbursed by the state cooperative banks under the Rajasthan Farmers Loan Waiver Scheme, 2018 (short term) and 20.77 lakh farmers under the Rajasthan Farmers Loan Waiver Scheme, 2019 (short term). 15,427.15 crores including Rs.7,855.32 crores.
Apart from this, under the Rajasthan Farmers Loan Waiver Scheme, 2019 (medium and long term), a loan of Rs 365.10 crore has been waived off for 32,734 small and marginal farmers.
The Rajasthan government has waived off only the loans taken from cooperative banks. The loan waiver proposal has been sent by the state government to the corporate offices of commercial banks, scheduled banks and regional rural banks under one-time loan waiver scheme and reminders have been sent, but no bank management has agreed to the government’s proposal so far.
